Roboports should have a circuit option to output the missing construction materials.
With the SA changes I've been using circuit conditions a lot more and this has become a glaring omission. I'm not sure if there used to be more reason not to have this feature, but the alarm is pretty well ...

I'm not sure, I lost the log-in for whatever account I bought the base game on a long time ago. There is a way to run the game from the terminal, and when you do that you can set the env variable.
I don't remember exactly how to do that or where I saw the instructions so I don't know if it works ...

Try setting "DRI_PRIME=1" or "DRI_PRIME=0" in the launch options (specifically put "DRI_PRIME=0 %command%" in Steam launch options). Normally the former is what solves this issue for applications, but for some reason I needed to do the latter and tell the game to run with the system default ...

Did you try "DRI_PRIME=1" ? That's the standard solution I saw for this problem. I don't know why my case required me to set it to 0, since DRI_PRIME=0 should be the default.

I had the same problem after the Space Age update (which I did not have in the base game beforehand). The game was not using my GPU. I fixed it by setting "DRI_PRIME=0" In the Steam launch options.
