I personally don't like the idea of rocket logistics auto-requesting more materials than required - if I wanted more, I would have asked for it, especially with the new ability to set requests directly.

Stay hopeful, I'm pretty sure they said somewhere that they will fix all bugs before 2.1, and every minor patch that comes out is still bug fixes.

I don't see the issue as there are 5 tiers. If it was just one tier, I think it'd be a little too late.
getting the final tiers later in the game gives you something to look forward to and potentially work on.
