Thank you for the suggestions, I'll try both approaches and see what works best. I like the idea of not needing to mod the game so I can still get steam achievements and have it work on online servers, but I see that writing to a log file would be a much more reliable way of achieving this result.

So I'm now thinking I can write a Python script to look for the red warning icon and trigger a batch file from that to control the ARGB. I'll post progress if I make it work.

Factorio Friday Facts did change huh... You can not red wire something from the map, but you could take a blueprint of it, wire it locally, then place the blueprint back over the top, and the wires would magically change. I think you're right that red ammo doesn't feel worth the cost to craft. I generally stick on yellow turrets spaced as close together as needed, supporting flame throwers and never need better defense, but it would be good to consider red ammo as worth the extra investment.
