You can deactivate inserters as you normally would. So if you want to prioritize magazine production, just deactivate the inserter taking metal plates from the sink chest to fill the assembly machine for gear production. Yes. Throughput in the current design is limited by two things: 1) More ressources are taken from the belt than are put on it. 2) Assembly machines run out of items, because it takes too much time for an item to be moved from a source to a sink. Ok, i tried the clock idea: it works, but you have to activate all inserters at the same time.
