I saw Scout 15 several times griefing around at servers.
Usually at beginning he is building a lots of radars to kill power.
As I deleted one power pole to the radars he was saying that I'm a griefer :D
You should try to kill him and keep him catched in a wall at the starting area until he leaves ...

Putting 4 grass tiles in every direction around the water did the trick.

I'm creating a "border" in water around a plot of land. I use the set_tiles function for this. When I set correct_tiles to false: everything works great:

Playinng on an OARC server I came back and found my base destroyed. All resources where taken away by a train built by jer35694 to a station built by jer35694. So I'm pretty sure it was him.
