I have dozens of solar panels and multiple power accumulators, but my solar panels aren't producing 60 kW (full daylight); they're producing only 22.8 KW at full daylight.

I've tried deleting my steam engines and rearranging the solar panels, but they doesn't work 100% no matter where I put them ...

I've already done the railway research but I cant build the railway and locomotive. I've tried using the manual building ("E" key) and through the Assembling Machine (2). Neither one of them shows the railway icon or locomotive. Can someone help me to solve this issue?
