What is the image in the factorio wiki trying to show me?

It shows an image and no explanation at all.

All it says is that its a binary cell...but how all the things work together is totally missing.

Is there a way to setup a smart inserter to say "pick up everything "BUT" this 1 item" ?

The Fog of War is there, but not shown on the Minimap.

When you start a new game the map is revealed for 400x400 tiles for a few seconds, then the area outside of the player range is in the fog / darkened.

Images are reversed in the link but I expected that "Fog of war" where I need to get a radar to uncover it.
If I set the enemy to be very large and everywhere - I would see them everywhere

I just started a new game after the update today and it seems like the "Fog of War" is missing on the minimap when a map is generated.
Where is this setting so I can turn it "On" when starting a "new game"?
