How can I save scenario in public servers?

Private Server can choose not to Save scenario in Client Folder/scenarios?
I have play other scenarios, it does auto-save folder but in that server it doesnt

it worked

I used to played version 14.22 and I invite people with Steam feature (join friend game) but now with 0.15 friends can't see me either on "browser public games" or "join friend game" steam feature.

This was the only way I could host server in Multiplayer
