Fixed! Turns out, it was a bad graphics driver install. Doing a clean install through nvidia driver installs fixed it.

The game launches and is super blurry on 1.1.69. This includes both the game and the steam overlay itself, making text very hard to read. It seemed to work fine on my old PC, but on my new pc (can provide specs if needed), it appears really blurry. It may have to do with me not reinstalling the game ...
