Most dependent libraries (even multimedia ones) are well supported on Linux aarch64, so that should not be a big problem. The build and testing can be done in qemu with a reasonable speed I think (probably ~5 times slower, if too slow, it is rather easy to do cross-compilation on many distros, like...
