It doesn't really matter how fast the assembler gets started, in the long run. As long as you can get the components into the assembler in a shorter time than it takes to make the part, it will run efficiently. I don't see how this is a balance problem. The intention is obviously that you periodically go find new sources of oil, as with all other resources. The fact that you get that .1/s option at all is a bonus. Just shut them off if the pollution is too much for you.

It's hard to say what the pollution number actually represents in this case, but it's not a big stretch to think that if it requires the same of work to get that oil out of the ground, it would produce the same amount of pollution extracting it.

It never would have occurred to me to want a faster car. What do you need one for? I mean, are you ever going to be routinely crossing long distances without a rail connection? If you want to make purple science more complex, I don't see any need to make blue science simpler. There are lots of potential high-end ingredients, like blue circuits, construction robots, solar panels, etc. This all totally separate from the original issue, of course.
