I had a different problem, and you solved it. Thank you. It was MSI Afterburner. Are there any specifics you would like to know about the configuration?

I'm having the same problem, but none of the fixes posted here have helped. I've tried:

1. --forced-d3d
2. disable second monitor
3. unplugged HDMI on second monitor from tower
4. disabled Intel HD graphics in device manager
