Yes, Loewchen explained to me in another thread that upscaling isn't supposed to work properly on regular (1080p) displays, it's only for 2K, 4K and other large sizes. So what I was trying to do is just as unsupported; it was based on a misunderstanding about the design goals of UI scaling.

Ah, I see. Thank you for explaining; I had no idea the higher scaling values were unsupported for HD displays by design.

Well sure, I have a decent eyesight and a 23" monitor, but for someone who actually needs increased scaling to play comfortably (e.g., small-size, high-resolution tablet screens and/or visual difficulties), why not add a scrollbar? [1.1.14] Constant combinator GUI cut off at 200% UI scaling
Very minor thing, but I noticed that when playing with maximum UI scaling, constant combinator GUI gets cut off so that the second line of signals is only partially visible, and there's a weird blank area outside the window bounds.
