When did the Fusion reactor and or Sheilds MK2 Get nerfed?

I was playing the 0.12 version, and had the MK2 Sheilds (3 of them in the Mark 1 power armor) + Fusion Reactor, and now when I play the 0.12.26 version the shields power back up super slow. I guess they just don't want to "do it". That's ok. But if they do change their mind in the future perhaps make the splitters adjustable after you give them some sort of upgrade and make it a "Smart" splitter. It's a shame the devs shut this idea out.

Adjustable Splitters?

Sometimes I don't want a splitter to parse each item from the main belt 1:1. Perhaps have an option for 1:2 and 1:4 or even 1:8. The reason for this is that lets say my power plants don't need that much coal and I don't want the line to be backed up on that line when that extra coal can go elsewhere...

Random seed option for initial map generation?

(I tried to search for this topic but I may have missed it. If this has already been discussed then link me to the thread.) Whenever a map is first created you have the options of selecting the random amounts of ore, trees, and enemy bases and what not. But I was wondering if there could be a random...
