Only thing that solved it for me was to Reinstall Factorio and I downloaded the latest with 0.12.14

That is weird. Didn't you install the game with different user?
Does it happen just when you try to start it?

1. I download the update
2. I am promted with a question if I am shure in executing the update
3. this Error pops up and Factorio shuts down
