Personal Construction Bots should use items in trash slots for building ghosts.

No. That would cause trash slots to be perceived as an inventory extension which its not. Not a bug.

Strange then that the normal construction bots do use items from the personal trash slots.

It is in their logistic network, like in an active provider chest.
