As in the tile, the status of an inserter is inconsistent before and after mining and rebuilding it. If it says "waiting for space in destination" and you mine it and place it in the exact same spot, it will say "Waiting for source items" regardless of the existence or nonexistence of said source items.
Note: I will include the list of mods that are currently running in the save game. I have no clue if they affect it.
Steps to reproduce:
1. Get a chest
2. Make an inserter put something in it and fill up the slot to the max so the inserter can't put anymore in. It should say "waiting for space in destination"
3. Mine inserter and place in the EXACT same spot
4. Inserter now says "Waiting for source items"
Expected Result
Inserter says "waiting for space in destination". Also, It should not say "Waiting for source items", especially if there is source items on the belt where the inserter would pick it up if there was space in the destination.

My attempt at recreating it. This bug only happens if you mine the inserter and place it again such that it inserts into the chest the mined inserter did.
