[posila] [1.1.5] Non-zero tooltip delay turns off floating tooltips

Hello,

In the "Settings -> Interface" menu, when I uncheck the "Entity tooltip on the side" setting and then set "Entity tooltip delay" to anything besides 0ms, the tooltip does not appear.

If I set "Entity tooltip delay" to 0ms, the tooltip appears at the cursor position when hovering over an entity as expected.

If I check "Entity tooltip on the side", the tooltip appears below the minimap as expected and the tooltip delay setting functions as expected.

I have confirmed that this bug does not happen in v1.0.0.

I have confirmed the same bug happens in v1.1.1.

I thought it would be something simple - thanks for a great game! It took me almost 3.5 years to find a bug!
