[Klonan] [0.18.38] Missleading tooltip in shortcut menu

Steps to reproduce

• have construction robotics researched in any save
• start a new game
• set shortcut bar rows to 1

Bug
Blueprint tools not in the shortcut bar show "This shortcut requires the Construction robotics technology." when you hover over the tick box. This is not the real reason why you can't tick the box, however. Instead it should say "Cannot dock more items to the shortcut bar."

The checkbox tells you at any oppourtunity what technology it needs

That's exactly what I am complaining about For the alt-mode the tooltip is way more useful since it will actually say the reason why you can't dock the shortcut to the shortcut bar.

Ok, I fixed it for the next release

Now if it can't be enabled because of the dock being too small, it primarily show that as the reason

And it won't show the reason if its already enabled
