[0.18.28] Unable to close changelog prompt if screen is resized

1. On windows, I loaded Factorio in windowed mode at full size (3440x1440 resolution) and received the normal changelog.


2. I then moved the window to my smaller screen (1920x1080) and couldn't find the "Confirm" button to move forward. (notice the green "Confirm" is missing on the bottom right)


I made the screen full size again on my 3440x1440 monitor and then could click on continue.

I was looking at the screen utterly confused at how to move forward before I realized what had happened.



I was able to recreate this issue by reopening my game and changing the screen size while the prompt was up.
