[0.18.9] No debug section in tooltips for technologies

Hi,

This is a really minor detail. When you enable the "show-debug-info-in-tooltips", for recipes and item/fluids, there is always a nice subsection "Debug" and a blue gear in front of each debug field, as shown in the picture:

However, when you look at the technologies, this is not the case. It is really just a detail, but when developing mods, it's really noticeable.

Since 0.18 is about polishing the game, I would argue the developing tools are part of this as well (or at least that's what I am telling myself).
