In some cases the Miners are able to output in splitters on a full belt, in another one, the Miners stop working even thought the belt is totally empty

Direct input (side loading) into splitters from inserters also exhibits this behaviour, and it seems to be that this partially bypasses the sorting. You also seem to have both the input and output priorities set to the non belt connected side. When that side of the splitter is full, it will block both outputs.

If a section of belt is placed before the splitter and that used for loading, the splitter will operate properly.
