[0.18.3] Mod ZIP file only loading bug

I am the mod author of Schall Alien Tech.
Today I released mod update 0.18.0, but found problem when loading a save game.

  47.699 Error Util.cpp:83: last_write_time "" failed: operation not permitted

Steps to reproduce:
1. Go to mod portal and download Schall Alien Tech 0.18.0.
2. Put into mod folder.
3. Go into game (version 0.18.3).
4. Load the attached save game.
5. Fail to load. (As above screenshot.)

Control:
1. Go to mod portal and download Schall Alien Tech 0.18.0.
2. Decompress the contents into mod folder.
3. Go into game (version 0.18.3).
4. Load the attached save game.
5. Successful load. Can play in game.

So my question is: Why I can load the game if mod file is decompressed, but cannot if in ZIP file?

Things I also tried:
A. Loading my very old save games or starting a new game does not have the same problem. (Sorry I do not play a lot, so not many intermediate saves to experiment more.)
B. Other mods does not matter. This mod is the only one whether to trigger the error message.
