This is a very strange issue that I'm not quite sure how to reproduce in a simple manner. I haven't been able to get it to happen outside of this one circumstance:
1) Download the attached mod and start a multiplayer game with it
2) Pick up the tapeline tool, un-check the auto-clear checkbox in the GUI, and draw a tape
3) Shift+scroll to get the edit tool, and click on the tape
4) Click the reposition button in the GUI
5) Click and drag on the tape
You will notice that the tape either doesn't move, or moves a little and then stops. It stops because the player simply stops throwing capsules for the rest of the game. If you save the game and load it in singleplayer, it is still broken. No matter what I do, the player stops throwing capsules for the rest of that map's lifetime. Other capsules that aren't throwing capsules (such as artillery remotes) still work.
I have attached a version of the mod below that unlocks the required button in multiplayer (I disable the button for multiplayer games in the actual release of the mod).
