When a blueprint is created that includes a fueled locomotive, the blueprint shows a checkbox for modules.
Steps to reproduce:
- Place track and locomotive
- Insert fuel into locomotive
- Make a blueprint of that locomotive
Observed result:
Blueprint shows checkbox for "Modules". Checking/Unchecking that box does not do anything. The fuel is included in the blueprint anyways.
Expected result:
Blueprint shows checkbox for "Fuel" or "Train fuel" or some name that makes clear what it is about. Checking/Unchecking that box includes/excludes train fuel into/from BP.
(I guess you used the code for blueprinting modules to blueprint train fuel, but did not appropriate it in all necessary places.)

Thanks for the report. It's now fixed for the next version of 0.17.
