[0.17.41] Editor clone tool fails to place concrete borders reliably

While in the map editor, using the clone tool to clone an area of refined concrete onto some other terrain types(grasses and dirt) places the concrete but doesn't show the borders in some cases but not others, as shown in this example:

The reasoning behind which borders show and which don't is unclear, to me anyway. First found the problem when trying to copy furnace setups with the concrete around it during an editor blueprinting session.

Mildly annoying, no big deal. Easy workaround: Place a tile of the same terrain as the background some other substance next to the missing border and it will appear.
Finally found a(hopefully) unique bug to report! :D
