How to escape this view - is this a bug?

That's game paused, hit Shift+Space. It is configurable in settings-control.

Please use forum upload for screenshots, your imgur link seems to have a lifetime of 24h, at least for me.

If its the research screen, Shift+space might help, but not on a server. See bug report
