[0.17.2] Burner Mining Drill Glowing w/o Consuming Fuel

The setup is as follows:

-Burner mining drill (w/ fuel) is mining and inserting iron directly into a stone furnace.
-The stone furnace has fuel, a full output stack, and a full input stack.

The bug:

With the setup as described above, the drill will complete its production and will be unable to insert the ore into the furnace. When the drill pauses production, the fuel consumption stops as normal, but the glow around the drill from the burning of fuel does not.
