[Rseding91] [0.16.15] Requester chest is ignored after being occupied

If at some point a logistic request can't be satisfied because the requester chest is filled with some other item, it won't be satisfied after the chest is emptied.

Steps to reproduce:

1. Place a requester chest limited to a single slot and requesting some iron plates.
2. Put some other item into the chest.
3. Add a storage or provider chest with iron plates to the network.
4. Empty the requester chest, by hand or with inserters.
5. Now there is an empty requester chest with an unsatisfied request and some plates in storage, but bots don't move.
