I came across this bug in a LAN game, but can reproduce it in single player as well. Seems to be savegame-independent.
Build a splitter, mark for deconstruction:
Place a ghost belt over the splitter (only the ghost on the splitter is necessary, I show some more here for clarity):
Manually build the belt on the splitter (belt will show as green, not red, this is due to my prinscreen button requiring shift):
It will play the sound of placing a belt, remove a belt from the stack, but not build anything.
Only active mod I have is RSO, which has nothing to do with belts and construction.
It does not matter if the splitter and blueprints are covered by the logistics/construction network.
Orientation of the splitter does not matter.
Color of the splitter/belt does not matter, as long as what you're building manually matches the belt ghost.
