[.15.10] Loader filters + blueprints

Place a loader
Add a filter
Blueprint the loader
Place the blueprint
Loader has correct filter

Export the blueprint
Import the blueprint
Place the blueprint
Loader has no filter

Same thing can be observed by using get_blueprint_entities and set_blueprint_entities to move the position of the loader. Unlike filter inserters loaders don't show the filter data in get_blueprint_entites. So there must be some other magic that makes it store/get filter in the original BP that we are not aware of.
