The tutorial can be completed by deleting blocks and causing no path errors for the cyan trains. All of these are valid solutions.

Why bother? If people are cheesing the tutorials, then they're not learning what the tutorial is trying to teach them.

Alternatively, prevent people from mining any items that they did not place themselves in the tutorial.

Fully agree. It's just a tutorial and no quest. If someone don't take the right steps, it's his/her fault not the developers'.

That's not really a way to look at it. If someone is new to the game (making the tutorial relevant) and they accidentally stumble upon the posted solutions to the tutorial, they might happily go about designing around that; in which case they've learned nothing.
