[0.15] Burner inserter is eating something it can't swallow

Bug:
If you put uranium fuel in front of a burner inserter, it will try to eat it. But it cannot swallow and becomes stuck.

Steps to reproduce:
1) Put a burner inserter on map.
2) Place uranium fuel in front of it.
3) Watch and laugh at it, and then feel sad because you have to re-build it to make it back to work.

Expected:
Burner inserter should not try to insert Nuclear fuel to itself.

Burner inserters are old dumb technology and just don't know any better than to swallow any "fuel".

Joking aside they should be flagged to chemical only like vehicles.
Although an RTG powered inserter would be kinda neat.

I believe that in every map I make from now on I will have one rocket-fuel-powered burner inserter doing something useful, in a role where that's actually the most efficient setup. Anything that only operates once every say six minutes a burner inserter's best. I vote for keeping the burner inserters trying and failing to load up on nuc fuel, it's amusing.

Thanks for the report. It's now fixed for the next version of 0.15.
