[0.15.0] Tight Spot 1&2 can be won by doing nothing

[0.15.0] Tight Spot 1&2 can be won by doing nothing

Version tested: 0.15.0 Standalone

Steps to reproduce:
  • Start the campaign "Tight Spot" on level 1.
  • Click start.
  • Wait for the round to complete.
  • Win!
This is a regression from 0.14.23, which fails you when you try the above:
