[14.22] Inserters do not load cargo vagon

[14.22] Inserters do not load cargo vagon
In the attached save file character stays near the train. Six fast inserters should load coal from six steel crates to the first cargo vagon, but they do not. To get to that condition I switched train from auto to manual schedule simultaneously with it's arrival to the station.
