[Kovarex] Electrict Network Info's placement is not updated correctly

1. Open Electrict Network Info while a power out
2. Get power back, due to eg daytime (Electric Network Info still open)
3. Can not see the electric network graph

Expected:
2. + 3. update position of the Electric Network Info, so that the graph can be seen

Image 1 shows the electric network info window while power is out (step 1 above). Image 2 shows the electric network info window after power is back (same window from #1, but larger and not centered anymore). Image 3 shows the position of the window as it should look (according to bulldog98) after power is back.

In the pictures above I only have 1 power source and 1 consumer, but in an actual factory with several consumers the graph in the electric network info window (Image 2) gets cut off when power is back. To see the complete graph one has to re-open the window or move it around.

Yes that is exactly the problem.

I tested it in the current version and it seems to be fixed already.

This is not fixed in 0.15.10, it still shows the exact behavior as in 0.14.

Steps to reproduce:

• Load a factory
• Disconnect all power producers (Steam engines, ...) from the rest of your factory
• Wait a few seconds, then click on a power pole not connected to producers
• The electric network info dialog pops up with 5s by default and shows no producers/consumers (image 1 by Stonk)
• Click on a larger timeframe (e.g. 1h), the dialog will expand to the bottom but not re-center itself, therefore won't fit on the screen (image 2 by Stonk)

Oh, now I understand the real bug, I somehow didn't get it the first time, thanks for clarification.

Fixed for 0.15.12.
