[0.13.8] Wrong default blueprint icon item

A blueprint with no concrete gets concrete as default icon when making blueprints with a few items even if I do not select "Include tiles".

It only seems to happen with some entities, that they do not produce their own icon for the blueprint by default, notably inserters
