[0.13.6] Game doesn't restart when toggling mod and browsing

Game version: 0.13.6
Current behavior: If you toggle mod, and then enter 'install mods' menu, then leave, game will forget about changed mod state and won't restart.
Expected behavior: Game should remember changed mod state and auto restart when leaving mod menu.
Reproducible: always
Veni, Vici, Spaghettici - never bus! (tm)
