When grabbing from a belt, the stack inserter has a delay, after which it puts the holden stack off. This isn't the case when grabbing from the ground, it just waits there forever, or until it has a full stack size:

Yeah, but I have these setups scattered around my base, and not all belts are as full as this iron gear belt

Fixed in Version: 0.13.7.

In this situation the inserter will wait for the timeoout, just like on belts.

I'm just assuming this is fallout from the original fix. An inserter going to and from ground gets no placement timeout at all, returning with a mostly-full stack:
