I can confirm that it is possible to get stuck that way. Placing landfill under you again gets you instantly unstuck though.

I know how to deal with this. I had to deal with it in the mod form before it was added to the base game :)

Should be fixed for 0.13.6. At least this instance of getting stuck :)
