Frame Rate Stuck at 35fps (solved)

First off, great game. Have clocked about 40 hours since it was released on steam and until recently everything was fine with a good frame rate and no screen tearing. But for some reason I am now not getting better than 36 fps with noticeable screen tearing whether vsync is on or not and dropping settings from normal to low. This is happening even with a new game. No mods being used. Confirmed that it is using the Nvidia card and not the internal. Cant seem to find a solution anywhere online so I thought I would try here.

System Specs:

Windows 10
NVIDIA GeForce 840m
8 GB Ram
Intel(R) Core(TM) i7-5500U CPU @ 2.40GHz, 2394 Mhz

Do you have this problem on big factories, or even on a new game ?
If you get it on big facotries, can you provite a recent save please ?

With your system specs, you shouldn't have problems running Factorio.

Yes this is happening even with a new game with default settings (max fps 38 on new game). No other games I have are showing any new or unexpected frame rate drops

I rolled back my Nvidia driver and that seems to have fixed the issue although not sure why. But I am back to 60 fps. Would this be a bug to report to the developers or take it up with Nvidia?
