[0.12.4] set_filter() does not wake the inserter taking from chest
When smart inserter is taking from chest and its filters are cleared (by player or by script) it goes to sleep. Setting filter via the script doesn't wake the inserter again even if there are relevant items in the chest. Manual filter adjustment, rotation, inserting new items in source chest or taking from the drop target chest wake the inserter.
