[2.1.10] Agricultural tower harvesting condition not removed after wire is disconnected

Given I have some agricultural towers disabled by harvest condition (screenshot 1),
When I remove the circuit wire,
Then the tower still says "Disabled by controller behavior" (screenshot 2)

I'd expect the tower to start working and the message to go away.
