1) What did you do?
Changed recycler's quality that was continuosly eating scrap, but had no way to immediately output its contents into "outside world" from its internal storage

Recycler got stuck at 100% while recycling scrap even though it has enough internal storage to continue working
3) What did you expect to happen instead? It might be obvious to you, but do it anyway!
Recycler continuing working and going about its day like usual
4) Does it happen always, once, or sometimes?
It looks like the recycler outputs scrap products into specific slots in its internal storage, but changing recycler's quality "collapses" (or maybe sorts?) those slots in a way that usually blocks those specific slots with "invalid" items and makes recycler stop working regardless of potential output of the scrap recipe. Once everything is in its "correct" slot in recycler's internal storage (as in gears in first slot, solid fuel in second, etc) recycler continues working as usual
