The TLDR is there's something wrong with the train schedule menu window at the bottom right, which most significantly prevents you from deleting an interrupt, as seen here the delete box isn't highlighted when the cursor is on it:
the deadzone is static in that spot, no matter where the scrollbar is (top or bottom of list).
I'm playing in handheld mode, default settings as far as gui scaling goes. pretty sure its the OLED switch version.
With all that out of the way, here's a screenshot of where my cursor is located when the buttons are selectable, and where they aren't.
i superimposed two screenshots on top of each other to get a better idea of the size of the box (X & Y coordinates). i added the red lines to compare on the "selectable buttons" screenshot where my cursor is on the "un-selectable" screenshot, somewhere in between is the boundary of this deadzone. (its pretty hard to move the cursor precisely with the joycons/touchscreen)
in this screenshot, you can see the deadzone isn't inside the scrollable window frame (i.e. it isn't something that's always at the bottom of the list that travels with the scrollbar). from left to right: 1. scrolled to bottom, "coal plastic" is selectable. 2. Scrolled up a bit, "coal plastic" is now un-selectable. 3. even the interrupt above is unselectable, also showing the deadzone from the previous screenshot.
in the first screenshot, if i wanted to delete that last interrupt i could drag it up a few positons so the delete box is selectable, but the problem is that you can't delete it if theres only one interrupt. you could delete the train assuming theres no other trains that also use that interrupt (that brings up a different topic of discussion outside this bug report.)
I don't use typically use the auto-cursor (R3 toggle), but when testing it for this bug report its even worse than what i originally set out to report. the cursor disappears entirely when you enter this deadzone, and you have to close the train menu (or switch to normal cursor) to reset it. its as if the auto-cursor gets trapped in the deadzone, you still get haptic feedback that the cursor is still moving, but you get it back out of the box. also, when using the auto cursor to drag the scrollbar, it stops dragging about 20% from the bottom (like it reached the end), at which point if you let go the cursor gets trapped in the deadzone.

I managed to reproduce the issue in version 2.0.32 but I can't reproduce it in the latest 2.0.42.
So it appears this was fixed in the meantime. 2.0.42 is released on Switch.
