[boskid][2.0.41] Inserters stay asleep after unlimiting hub storage

On my space platform, I have a bunch of inserters putting products into the hub. If I block all the slots in the hub with the red X button, and then unblock it so that there is now free space again, none of the inserters realize that they can resume putting stuff in the hub. This situation resolves itself when the content of the hub changes at all through any other means, or if one of the affected inserters is modified/rotated.
