[Rseding91] [2.0.28] underground belt can be reproduced by upgrade planner and construction bot

How to reproduce the problem: (100% happen, without any mods.)

1. upgrade the underground belts twice to suspend the upgrade (by lacking the belt).

2. pick up one and place it again.

3. upgrade the lower belt and immediately downgrade the higher one before the construction bot arrives. (the first bot carries one belt, the second carries a pair if enough)

4. when the first construction bot arrives, the underground belts are both upgraded, and then the second bot does nothing and returns. only one belt (carried by the first bot) is cost.

What I expect to happen:
maybe the first bot should upgrade only one belt, and the second bot upgrades another, carries the redundant belt back if exists. (the second one should know that it needs to upgrade only one belt? maybe.) or the bot returns directly and be sent again with a pair belts. at least the belt should not increase.
