[boskid][2.0.28] Underground belt quick replace does not work under elevated rails

If you place a long belt below an elevated rail, replacing it with an underground belt that crosses below the elevated rail will not trigger the belt quick replace, and will not delete the belts behind the underground. The intended behavior should be that it still replaces belts regardless of if there is an elevated rail above it or not.

Thanks for the report. Issue is now fixed for 2.0.31.
