The issue is pretty simple to reproduce - have a space platform with more than zero free slots but less than the total number of types being attempted to be launched to it (via a manually-loaded rocket). Configure the numbers such that most of the launched items will stack with existing platform items and the number of newly occupied slots is less than the number of available empty slots, and so the launch should fit just fine, even though there are fewer free slots than there are item types.

Note that this issue will not occur if the number of newly used slots is zero, ie if every item stacks with an existing one, the launch will succeed. To test that in the above save, just grab 25 efficiency module 2s from the chest slightly to the northwest (next to the EM plant making them) and replace the 5 tesla turrets with them in the rocket.
