Thanks for the report. That is not a bug. Rocket silo only accepts normal quality ingredients.

It's unreasonable to only accept ordinary quality, because in the later stage, all legends can be accepted

For some time we had assemblers be able to accept ingredients of any quality and producing output based on lowest quality of ingredients provided but there were some annoying productivity-quality abuses possible and so we decided to scrap this mechanic completly. That means when a rocket silo or any other assembler has a recipe set, it requires all ingredients to be of the same quality as the quality of recipe set. Rocket silo was set to have a fixed recipe with normal quality and so it only accepts normal quality ingredients.

Rocket components can also be classified as equivalent to making legendary rocket components, which can accept parts of all levels.
If only ordinary parts are accepted, it will be torture for all legendary players.
